Community Engagement Despite of Social Distancing



Citizen social and economic issues are  best solved by engaging them from very first day in solution. Without citizen participation, the desired results could be impossible to achieve. Localization and decentralization of decision making are the approaches found admirable in history of human development. We learnt that local community always have better solutions of their issues. For example, sanitary workers who work in a community to maintain draining system may guide civil engineers( about the design which can work in a better way to sustain the sewage)what type of design could sustain or not as they are well aware of drains. 

"Localization is not a quick fix but provide sustainable partnership. State should not be alone in battle field but support of citizen eases implementation of legitimized projects". 


We are amid of plague of novel corona-virus and witnessing thousands of deaths and millions of confirmed cases across world. Today's data shows that world super power passed 676945, (the figure is bigger than the rest of the countries) most world and the total number of confirmed worldwide cases is 2,173,432. Unfortunately, it is rising day  by day. Major developed countries are lacking Personal Protection Equipment (PPE) and proclaimed health systems failed to provide sufficient ventilators. 

Lets train people to help each other despite of social distancing, as we have already trained human resource educated who have skills to provide relief to people. Public private partnership to accelerate behavior change will bring explicit increase in controlling pandemic. Quarantine exposed people to anxiety, depression and frustration. It needs to address on war footings. State can engage experts in designing and implementation plans which are needed to maintain quarantine.      



Pandemic is not being controlled. Today’s outbreak in China raises multiple questions. Despite, China scored magnificent achievements in limited time. Millions of people joined state's hand in a big celebration Chinese government had couple of weeks before. If celebrations are inviting people's participation then why not decision making processes engage citizen? Their participation through engagement of Civil Society Organization (CSO) is integral. Having mass level public announcements on mainstreams and social media, it is time to invite awareness raising expertise of CSOs as people have not been changing their behaviors since the announcement of lack down. It would bolster the initiated awareness campaigns.

Its mitigation will take enough time. Inventing vaccination, its distribution and its supplies to third world is a time taking process. Social distancing and behavior change is the available tool to protect human lives from fatal COIVD-19. 


This was the major reason found during conducted researches up till now. Religious gatherings across world are on move except Middle East where states controlled clerics are bar to interfere in state’s decisions regarding banning prayers in mosques and religious gatherings. Although the imposed decision consolidated without community participation but it convinced people that quarantine is the certain solution of pandemic. Heavy fines are being charged on unnecessary mobility.  Citizen engagement is critically important for those countries where people have not been showing cooperation and behaving gentle since the outbreak of COVID-19.

None cooperation and faith driven overconfidence is the main disease is adding more confirmed cases in data of pandemic especially in Pakistan. Pakistan’s tally rises to 7329. State is still in process of acquiring testing kits and once enough kits will be in hand of health department of Pakistan, we would have more devastating numbers as state will have capacity to expand testing network across Pakistan.





At the moment, People are least concerned with what state has been conveying them since the outbreak of COVID-19. Even police forces punished violators in streets but people’s mobility is on rise. To control unnecessary mobility, partnering with civil society to implement behavior change campaign is critical need of time. Pakistan is the most disaster-prone country in South Asia, and use of CSO’s experiences from disaster management could support state’s initiatives. Establishing parallel system by launching politicized forces, it is far better to revitalize well known coordination mechanism introduced by United Nation in IDPs crisis and floods. A hug variety of impact learning are laying with organizations here in Pakistan and have expertise in behavior change communication. Hence, state can control the pandemic by giving driving seat to experienced organizations.
